Nashyvochnikov A. Creation the foundations of the Ukrainian Navy (1991-1994)

The state of scientific research topic has been revealed and the source to found the Naval Forces of Ukraine has been described. An author's suggested new Ukrainian navy periodization and grounted it. Preconditions and factors of creation of Naval Forces of Ukraine have been analyzed alongwith their influence on the exposed legislative and regulatory framework of the Armed Forces of Ukraine establishment in 1991-1994. The author specified the essence of scientific terms, introduced new archive materials and recorded data the historiography of the topic chosen have been further developed. The quantitative and qualitative composition of the state of the Black Sea Fleet in the early 1990s has been systematized and generalized. The main directions of Ukrainian Navy and foundation have been revealed trends and characteristics of the process have been defined. According to the results of the study the recommendations for the implementation of research results into practice in the Naval Forces of Ukraine in the current period have been worked out. In our view, it is appropriate to begin their recovery and development, relying on the study of national historical experience, which positive and negative aspects considerably contribute to this process. During the reconstruction of Naval Forces of Ukraine only rely on their own strength and carry out the process under the permanent leadership of the state and supported by the entire Ukrainian society, particularly the patriotic public organizations, political parties, movements and individuals. Training of leadership, organizing skills and instructor skills has to be our primary concern. Also, it is essential to restore voluntary movement in Ukraine, which will help as soon as possible revival of Naval Forces of Ukraine.
