A thesis is submitted for obtaining a Candidate Degree in technology, specialty 05.13.22 - Project and Program Management - National Transport University of the Ministry of Education and Science of Ukraine, Kyiv, 2017. The thesis presents theoretical approaches, models and methods for transportation project quality evaluation as means of efficiency improvement in transportation services of transportation projects at a project-oriented enterprise. A N-model has been developed to make an optimal decision about the importance of a criteria set that determines transportation service quality taking into consideration expert information. The model allows to consider advantages of one criteria over another on the basis of the theory of criteria importance that can be applied to managing project processes. The author has developed a model that provides relationship between transportation project quality indicators and determination of international routes attractiveness and coordinates interests of the carrier, the consigner, the consignee and other stakeholders. Linguistic fuzzy logic methods are proposed to be used which make it possible to solve the problem in terms that are appropriate for a project team manager if there is sufficient information about transportation project implementation, with the information being varied in style, content and formalization. The efficiency of the developed methods and models for project-oriented enterprises has received practical approval at motor transport enterprises.
