Essay

It was accomplished the scientific task of the thesis work which was to ascertain the nature and content of the historical process of formation and development of moral and psychological support of most numerous national military commitment of the Armed Forces of Ukraine, which were involved in the tasks in international peacekeeping and security operations in the years 1992-2006, establishing the characteristics and tendencies of this process and identifying possible directions of using of gained experience in the interests of further development of the Armed Forces of Ukraine. It was analyzed the sources and historiography of the chosen theme, it was defined the research methods. On the basis of archival sources, legislative and regulatory documents of Ukraine, analysis of scientific literature, materials, periodicals, it was generalized the experience of moral and psychological support (MPS) of national military commitment of the Armed Forces of Ukraine in international peacekeeping and security operations (IP SO). The author analyzed the conditions which affected the organization of MPS of national military commitment of the Armed Forces of Ukraine in IP SO: unstable military and political and political public situation, imperfect legal framework, complex geographical, climatic and sanitary conditions in regions of Ukrainian peacekeeping tasks. The essence and content of MPS was cleared up: outreach, psychological, social, legal, cultural support and measures to counteract negative information and psychological impact on personnel, implemented during the performing of tasks in IP SO . The author revealed forms and methods of work with the personnel of military commitment of the Armed Forces of Ukraine according to the components of MPS and conceptual construct in MPS IP SO. It was established the peculiarities of the organization and conduct of moral and psychological support of national military commitment of the Armed Forces of Ukraine in international peacekeeping and security operations in the former Yugoslavia, South Lebanon and Iraq, namely the presence of complex military-political and socio-political situation in the regions of the tasks which create conditions of performing duties associated with a real risk to life and health of a military personnel; units were formed for a limited time (from 6 months to 1 year) and they were almost completely updated in the period of rotation without considering the fact that the sequential rotation would be transferred experience; geographical remoteness of regions determined the autonomy in performing their tasks and limited information support; the need for strict observance of international humanitarian law under tight control of humanitarian institutions and the mass-media. In addition, there was an impact to the work with a personnel: the existence of a long and intensive preparation period; significant impact of subjective factors on the organization of MPS; change of priorities in work with a personnel from moral incentives to remunerative; the complex conditions of performing tasks in countries with a different religious environment that contributed to the emergence of a new direction of work with a personnel - pastoral care. The conducted research allowed to determine the main tendencies in MPS of national military commitment of the Armed Forces of Ukraine which were involved to perform tasks IP SO: the improvement of the national legal framework for the involvement of the Armed Forces of Ukraine in international peacekeeping activities in general and directly in MPS national military commitment; the strengthening of the role and place of work with a personnel of national military commitment; the increase of the effectiveness of psychological training, moral and psychological support, the improvement of military discipline and observance of safety arrangements of personnel; the increase of MPS facilities and resources; the stepped-up actions to attract mass- media in behalf of MPS; the improvement of information support of a personnel; to enhance the effectiveness of pastoral care. It was established the periods of transformation of the system work with the personnel from favoring socio-psychological measures to prioritize educational work and the implementation integrating in these and other areas of comprehensive support of moral and psychological. It was produced the practical recommendations on improving system of MPS in the Armed Forces of Ukraine, according to the main components of MPS in the period of preparation of the national military commitment their directed performing tasks and after returning home. The moral and psychological support to perform peacekeeping operations were an effective mechanism of formation, improvement and renovation of moral and psychological condition of a personnel. The organization and focused conduction of MPS in difficult conditions allowed the units of the Armed Forces of Ukraine successfully perform the tasks. During the IP SO potential accumulated knowledge, experience, practical skills provide some integration processes of domestic military structures to the military structures of the European Union and NATO.
