Svetlichnaya D. Formation of regional geoinformation system of natural-resources potential

Thesis is devoted to the development of scientific and methodical bases of formation of geoinformation system of natural-resources potential of the region. This requires the creation of scientifically based system of rational use of natural resources potential of the territory, which is impossible without a grounded methodology and techniques of quantitative definition of its size and structure. It is shown that considering the high share of spatially distributed data in the information support of socio-economic development of regions, the most appropriate tools for automated operation with such information are provided geographic information systems, which are integration environment that allows to combine and organize flows of various information about the natural-socio-economic system of the region. The concept of the geoinformation system of evaluation and management of natural-resources potential of the region (GIS NRP) is developed, the goals, objectives of its creation, structure and function, the expected hardware, software and analytical complex are justified. The conceptual model for solving problems on the basis of spatially distributed information using the functional and analytical capabilities of GIS packages with advanced analytical capabilities is developed. Realization of developed concept of GIS NRP is completed on the example of Odessa region with the usage of licensed GIS Package of the company ESRI (USA) ArcGIS for Desktop Advanced (ArcInfo) ver. 10.1 with extensions Spatial Analyst, Geostatistical Analyst, 3D Analyst. Economic evaluation of land, wind energy and solar energy resources of Odessa area was carried out for the operating territorial unit “administrative region” taking into account the uneven spatial distribution of natural and economic evaluation factors. Evaluation is carried out in an environment of created prototype of GIS NRP of Odessa region using geographic information and traditional information technologies.
