Obertiur K. Improving the safety of ship operation by the methods of event management

The dissertation is devoted to the improvement of methods and means for the safe use of the means of transport, which consists in carrying out preventive actions to ensure the safety of the means of transport with involving of artificial intelligence systems, by developing a pre-trip training technique and during drills by the crew of ships during the voyage. The purpose of the dissertation research is to improve the safety of the vessel's operation by transferring it from emergency condition to normal (normal) or extreme. The task to be solved is represented by the process of improving methods and technical means for the safe use of the vessels by using the developed mechanism for the safe management of the system to enhance observability, using pre-trip training of operators at the management level to restore the skills to counter emerging threats. The safety of event management is provided when three conditions are met: the existence of an event development strategy, an algorithm for safety event management, and a procedure for breaking out of an abnormal situation. Theoretically justified is the possibility of ensuring the safety of ship operation management by improving the methods of preparing a ship's crew command level management for work in emergency situations and making adequate decisions in inadequate operating conditions which differ in view of the features of managing events in the occurrence of hazards. The obtained results of theoretical and experimental research make it possible to increase the safety of operation in complex situational conditions of the state space.
