D . Scientific approaches to optimization the system of ensuring narcotic analgesics to the population of Ukraine as a component of palliative care

In the paper the consumption and utilization of narcotic analgesics for medical purposes in Ukraine are analyzed. The cover degree of morphine need in Ukraine has been calculated. On the basis of the analysis of consumption of narcotic analgesics by palliative patients pharmaceutical part of local protocol of palliative medical care for chronic pain syndrome have been suggested. The results of analysis of Ukrainian and international market of narcotic analgesics, volume of sales, procurement and retail prices are presented. Methodological approach to calculating the need for narcotic analgesics in Ukraine based on increasing method is suggested. The ways of improving of drug national policy and policy of control substances, regulations of dispensing narcotic analgesics by prescriptions. Feasibility of information activities among medical and pharmaceutical specialists on legal bases of narcotic analgesics is justified.
