Essay

In the dissertation the theoretical base of the development of transformational leadership in the public service are summarized. The scientific conclusions and proposals for improving this process in the practice of public administration in Ukraine are elaborated. The author substantiates the conceptual and technological principles of diagnostics and development of transformational leadership in the public service, which include the following: educational, regulated by procedures and aimed at changing the forms of study in the application of modern methods of active influence on the personality in order to prepare him/her for practical administrative activity; individual, due to the presence of personal structure, which maintains the personal (operational and motivation) readiness to change, acceptance to new experience and resources for influence; group interaction, based on an analysis of leaders' behaviour within the framework of their responsibilities, support of business and interpersonal relationships; organizational, which is ensured by the transformation of the activities of the personnel management services of public authorities, aimed at their active inclusion in the forming activity to improve the quality of administrative interactions of the subject and object of influence; activity, based on the assessment of personal qualities and achievements of leaders and the use of case-study in the public administration.
