The dissertation is devoted to theoretical and practical performing of the scientific task of proving the impact of industrial clusters on the economic security of state and elaborating the organizational and economic measures aimed at enhancing economic security of state by introducing the cluster model into Ukraine's industry. The theoretical and methodological basis for introducing the cluster model into the economy is systematized; the leading international experience of implementing cluster model is summarized; the role of industrial clusters in ensuring the economic security of state is defined. It is proved that the cluster constitutes a minimal self-developing economic unit and the optimal form of structuring the economic space due to integration of sectoral and territorial principles of organizing the economic activity, inter-organizational nature of integration and its capacity for rapid changes in network configuration, allowing it to ensure the development of all institutional sectors of the economy. The threats to Ukraine's economic security in industrial, investment, innovation, infrastructure, foreign economic, financial, social and macroeconomic spheres which can be neutralized by introducing the cluster model in the industry of Ukraine are identified and systematized. The current status and factors of development of industrial clusters in Ukraine considering the specific features of sectoral, regional and industrial development are analyzed. It is found that despite increasing attention to the cluster model as an effective instrument of regional and industrial development, the achievement of the full potential of the cluster model in Ukraine's industry is hindered by the absence of a mature national cluster policy and a formal mechanistic approach to the forming the regional priorities of clusters development. The quantitative evaluation of the impact of industrial clusters on the economic security of Ukraine is carried out in accordance with the author's method of assessment of the indicators of impact of industrial clusters on the economic security of state, based on the assessment of specific features characterizing the essence of industrial clusters as an economic category. A set of relevant indicators is formed that describe the impact of clusters on the economic security of state on the following criteria: the level of regional specialization of industrial production, which was determined via calculating the coefficients of specialization of Ukraine's regions in industrial production on the criteria of employment, investment and industrial exports; the level of competitive environment in industry through identifying the share of markets with competitive structure in industry; level of cooperation in the chain "business-science-government" (the triple helix model) as the average of the shares of innovative enterprises collaborating with other companies and organizations; the level of cluster development in Ukraine and its ratio to the level of cluster development in the EU according to the methodology of the World Economic Forum. Low values of indicators proved the immaturity of environment for clusters development in Ukraine and the necessity of elaborating the specific policy measures in this sphere. The problems of institutional support of introducing the cluster model into Ukraine's industry are revealed, related to the absence of legislative framework of clustering, designated subjects of forming and implementing the cluster policy, ineffectiveness of policy measures set out in the current legislation. The theoretical and practical approaches to forming the institutional base of cluster policy in industry are elaborated that, unlike the existing ones, provides for the definition of principles, subjects and legal and financial support of the implementation of cluster policy at all stages of its formation in Ukraine and implementation in accordance with the approaches to cluster development in the leading countries considering the aims of economic security of state. The necessity of providing the overall integration of cluster policy into the strategic course of the state and its consistency with the priorities of other spheres of state policy is underlined. The system of state support and regulation of industrial clusters at the national, regional and local levels was developed. The integral parts of this system are the cluster strategy, cluster policy, cluster program and cluster initiative. A set of recommendations on the formation of the state policy for the development of industrial clusters is substantiated, the implementation of which will ensure the achievement of the maximum positive effect of clustering industry in raising the level of Ukraine's economic security. The findings of the dissertation have theoretical and practical value for working out the state policy of promoting the cluster forms of industrial production in order to unlock the potential of national industry in ensuring the economic security of Ukraine.
