The thesis is devoted to the creation and implementation of support systems for design decision making in the management of resources and environment in construction projects of complex common objects by reducing the duration and cost of elimination of negative risk events consequences. Developed methods and models for optimization of supply of emergency resources in managing the extraordinary logistics for liquidation of of negative consequences risks events. The developed models and methods of formalization and optimization of project environment, against which the management of unusual logistics in the aftermath of the adverse events risk. Great subsystem of support of making design decisions in resource management and environment "RILAM-L". Performed practical testing of research results with positive technical and economic effect.
