Essay

The thesis solves a set of tasks regarding an improvement of theoretical-methodological and applied principles of the formation and implementation institutional mechanisms to ensure innovative security of Ukraine. The object of study is the process of providing the state's innovative security, and the subject is institutional mechanisms, tools, products, events, methodical approaches of evaluating and providing a state innovative security. The first chapter "Theoretical and methodological principles of formation and implementation institutional mechanisms to ensure a state innovative security" is devoted to conceptual characteristics of an innovative security in the system of economic security. It is proved that there is a direct connection between the development of innovation sphere and providing of such structural and functional components of an economic security as: industrial, financial, foreign economic, investment, energy, food, social and ecological. Institutional mechanisms and instruments of governance by an innovative security are generalized, among them: institutional-legal, institutional-economic, institutional-organizational mechanisms. The methods of direct influence (administrative and program-target) and indirect influence of the government to stimulate the development of innovative activity (legal, organizational-economic, social-psychological) are identified. On the basis of the experience of highly developed countries is determined that the providing of structural-innovative model of economic development is possible in the conditions of the formation of institutional-legal basis of innovative development, the institutional-organizational and financial support and the creation of institutional infrastructure of innovation activity.
