The dissertation is devoted to solving the scientific problem of developing theoretical and methodological approaches to a comprehensive analysis of agrarian potential in the system of ensuring the economic security of the state, as well as substantiating the scientific and practical principles of the state agricultural policy regarding its effective use and development.
In the dissertation is defined the concept of agrarian potential on the basis of the resource-effective concept and on the basis of taking into account the possibilities of agrarian potential to influence the economic security of the state. Agricultural potential refers to a set of productive and resource opportunities of the agrarian sector in relation to the production of agricultural products of a certain quality and to ensure its ability to develop to reduce the manifestation of threats, as well as to implement the opportunities for strengthening the state's economic security, due to the emergence of favorable synergistic effects on its main functional components.
It is established the capacity of agrarian potential to positively influence on all functional components of the economic security of the state - macroeconomic, production, financial, foreign trade, investment and innovation, food, social, demographic, ecological, and energy. At the same time, delaying the creation of mechanisms for the effective implementation of agricultural potential can provoke a number of threats to economic security, associated with the extensive production method in the agro-sector, the outdated material and technological base, the lack of incentives for labor in the village, etc.
It is proposed based the structure of the mechanism of state regulation of the agrarian sector of the economy on the application of modern methods of monitoring the state of agrarian potential, which allows to identify opportunities for strengthening the economic security, and also to identify risks and threats in a timely manner, and based on the choice of influence levers to develop and make sound management decisions, as well as control their implementation.
The dissertation assesses the state of implementation of the agrarian potential of Ukraine and its impact on the country's economic security. The tendencies of development and use of natural, labor resource and production potential of the agrarian sector of Ukraine are analyzed and are identified the problems that hinder the achievement of qualitative changes in agroindustrial production and strengthening of economic security of the state. The main tendencies and the scope of realization of the export potential of the agrarian sector of Ukraine in the conditions of European integration are revealed and are determined the structural and geographical priorities of its development in the coordinate system of the world food market. The prospects of building up unique competitive advantages of agrarian potential of Ukraine are outlined. The expediency of the development of organic production as a potential competitive segment of the agrarian sector is substantiated. The simplification of the structure of agricultural sector problems regarding the main factors influencing its development has been achieved by combining the results of SWOT-analysis and PESTE-analysis, taking into account the general significance of the influence of each factor on the components of the economic security of the state.
In the dissertation research is developed the scientific and methodical approach to the complex analysis of agrarian potential in securing of economic security of the state. Characteristic features of the proposed approach are: consideration of the regional structure of agrarian potential; application of the rating method; use of the theory of growth poles to substantiate the priorities of the country's agrarian potential development; definition of strategic directions and ways of development of agrarian potential taking into account its influence on the economic security of the state. The developed approach expands the possibility of using the results of regional rating assessment in shaping the strategy of agrarian potential development not only in individual regions, but also in the whole country. The basis for scientific substantiation of strategic directions of development and ways of realization of agrarian potential of Ukraine in the system of providing economic security of the state is provided at the expense of a combination of methods of comparative quantitative analysis and strategic management,.
