At the beginning of the German-Soviet War in the summer of 1941 there began evacuation of the republic medical and sanitary network from the territory of Ukrainian SSR far inland of the USSR. In general, the process of relocation should be characterized as incomplete and largely unprepared, since in evacuation military-industrial complex was primarily emphasized. This, in its turn, resulted in great losses in the Ukrainian SSR medical sector. Medical higher education institutions, valuable property of hospitals, polyclinics, clinics, pharmacies, as well as medicines, reagents and vaccines were subject to evacuation. Due to organizational difficulties, a significant number of establishments, institutions and healthcare staff were not evacuated. It was a serious negligence on the part of the soviet leaders. However, for the sake of fairness, evacuation should also be assessed from the point of view of the residential population which remained under the Nazi occupation. In general, ineffective evacuation had a positive shade, because a significant amount of property and number of medical staff remained on the territory of Ukraine and worked in favor of the RKU residents. This enabled the restored medical institutions to begin their active work on setting up activities and preventing a health emergency at the beginning of occupation.
