The dissertation is devoted to the solution of the actual scientific and technical problem - development of models and methods for the formation of portfolios of areas protection projects against flooding on the example of separate territories of Ukraine on the basis of the method of actualization of projects portfolio of protection of territories, identification and selection of areas protection projects against flooding on the basis of the assessment of territories and allocation of portfolio priorities. projects using geoinformation technologies for of the Earth is remote sensing, which are part of the group of processes of forming a portfolio projects. The analyzed models of portfolio management of projects show that today the classic approach to project management and project portfolio management has led to a symbiosis of project and functional management. Therefore, the implementation and management of project portfolios require new scientific developments, methods and models for more effective formulation and project portfolios management. The analysis of recent publications concluded that the current state of development of society requires the introduction of new technologies and methods for building a portfolio of projects to protect areas from flooding in order to achieve more effective management of civil protection in this direction, both at the level of prevention and elimination of natural threats. Formation of effective project portfolios is necessary in the context of determining the complex indicator of the potential danger of regions in the event of natural emergencies, which led to the formulation of the main goal and objectives of the dissertation research.
