Essay

Object – processes, tendencies and regularities of integration development of Europe at the sub-national, national, supra-national and pan-European levels, and their implementation in Ukraine. The goal is to deepen the theoretical and methodological foundations of the functioning of regional architecture of an integration grouping with reference to the European Union and to develop recommendations for the development of regional reforms in Ukraine as an element of the Euro-integration strategy. Methods – systems, interdisciplinary and structural-functional approaches, analysis and synthesis, theoretical generalization and scientific abstraction, statistical and economic-mathematical methods, comparative method, method of the dialectic of the general and particular. Results – the theoretical and applied approaches to system-wide research of the Europe of Regions phenomenon, as well as identification of its structural formation and evolution, were developed and the directions and mechanisms of regional reforms in Ukraine in the context of Euro-integration were substantiated. Novelty – for the first time: the forms and directions of Ukraine’s engagement in the system of European integration based on the strategy of EU membership were conceptually defined within the modern paradigm of multi-speed Europe, entailing the promotion of the EU integration via the mechanism of the Association Agreement; the creation of the deep and comprehensive free trade area; receiving the transitory statuses; creation of free trade areas, economic and sectoral regional cooperation with the EU countries; international anchoring linkages between the EU states and candidate countries; joining separate membership positions in the EU; improved: it is suggested that modern regions should be viewed as a chain in the global space: microstates (multilevel administrative-territorial formations within the nation states) – states – supra states as unions of nation states similar to the EU); methodical content of the development of administrative and territorial structure of Ukraine oriented at integration with the regional structures of the EU, which entails the transition towards improved nomenclature of territorial units for the purposes of statistics (NUTS); further developed: conceptual foundations of the theory of territorialization as a regional policy oriented towards economic growth based on using local specifics, unique knowledge, experience, historical-cultural and intellectual potential of territorial communities, their ability to reach consensus, social and ethic responsibility, tradition; conceptual and theoretical approaches to acceleration of the pace of European integration of Ukraine in the conditions of Brexit based on realization of the territorial and demographic potential, implementing the policy of structural shifts, developing new-economy industries and effective use of the available resource potential; scientific and theoretical foundations of reforming regional structures in the context of forming the regional policy of Ukraine taking into account the geographical, socio-economic, historical, cultural, and ecological peculiarities. These approaches were implemented in the activities of the International Chamber of Commerce, Department for International Cooperation and Fundraising of Ternopil Regional State Administration, Ternopil City Council, as well as in the educational process of D. A. Tsenov Academy of Economics (Svishtov, Bulgaria), Ukrainian-Greek Programme in Business Administration at Technological Educational Institute of Western Macedonia (Greece) and Ternopil National Economic University.
