Essay

The thesis solves an important scientific task of constructing models and methods of creating and operating a virtual office of proactive management of projects for the establishment of logistics centers of construction companies (ELCC project). The conceptual model of the project was developed. The product configuration elements of the ELCC project were determined. The classification of virtual offices has acquired further development. Proactivity is decomposed into preemptive, predictive and strategic. The model of proactive risk management of the project was constructed. Defined and analyzed tasks of providing effective communications in the project ELCC. The definition and model of informational noise was given, its extended classification was proposed, the preconditions for the emergence of informational noise were formulated. The main noises in the ELCC project were determined and analyzed. The method of disintegration of informational noise was proposed. The new compiled criterion “the best reputation-price-quality ratio” was proposed. The stages of the organization and implementation of the logistics chain of the construction company were considered in terms of value-oriented approach. The division of value into two dimensions was proposed: general (strategic) and situational (tactical) value. Value carriers in the logistics chain were allocated. The method of implementation of the stage of organization of the logistic chain and the method of realization of the stage of its realization based on the value approach were proposed. Three life cycles of activity on the creation and implementation of logistics chains were set out. The chain of values for each life cycle was considered. To transform the collision into the harmonization of values, the shared values of interacting stakeholders, as the basis for harmonization, were highlighted. The new combined model for the development of organizational and individual competencies of the ELCC project was proposed. Five KPIs for estimation of specialists of virtual project office of the logistic company were offered. The implementation of the results developed in the thesis confirmed their practical value, as evidenced by the relevant implementation acts.
