The dissertation is devoted to the development of theoretical and methodological approaches and applied recommendations regarding the scientific substantiation of the process of formation and implementation of the organizational and economic mechanism for strengthening the economic security of the information technology sector. The object of the research is the process of formation and implementation of the organizational and economic mechanism, strengthening of economic security of the information technology sector, the subject - theoretical and methodical principles, and the applied provisions, tools and means of strengthening the economic security of the information technology sector. The information technology sector is a set of economic entities (which create, commercialize or implement the results of information and technical activities), other types of management, which direct their efforts to develop or use methods, production processes and software and hardware integrated to assemble, processing, storage, distribution, display and use of information, software production and provision of IT services, production of computer equipment and gadgets in and interests of its users. It plays an important role in the national economy.
Understanding of the system characteristics of this sector of the economy enabled to develop the tool of the state policy of managing economic security at the sectoral-system level. In particular, a new vision of the systemic role of the type of economic activity in the formation of the integrative elements of the economic security of the state is proposed. The approach is grounded when state regulation of the development of the type of economic activity is an instrument and mechanism of providing economic security. For this purpose, an advanced vision of the information technology sector has been proposed as a combination of its tools: subjects and objects, consumers, infrastructure, resource support, challenges and threats, development opportunities. These elements are consistent with the main tasks of ensuring the economic security.
But in order to enable the implementation of such functions and tasks in the dissertation, it is proved that the characteristics of the information technology sector, such as self-sufficiency, sustainability, and the preconditions for development, should be taken into account as an object of state policy. On these principles a conceptual vision of the economic security of the information technology sector is formed, the benefits of which are simultaneously oriented towards minimizing the risks and threats to the economic security of the national economy. Its internal components (self-sufficiency, efficiency and orientation on the realization of the potential of the economy) are coordinated with the leveling of modern risks and threats.
