Opolska A. The development of the postgraduate pedagogical education in Ukraine (late ХХ - early ХХІ centuary)

In the dissertation the postgraduate pedagogical education is reviewed as the problem of pedagogical theory and practice, characteristics of basic concepts of the research are clarified, the periodization of the development of the postgraduate pedagogical education is substantiated, and here we can name three stages: the first stage – 1996 – 2003 years – the stage of formation of the normative - legal base which provides the activity of education in independent Ukraine, in particular of the postgraduate pedagogical education; the second stage – 2004 – 2012 years – the stage of integration of national education into european educational space, the implementation of the innovational technologies of study into the postgraduate pedagogical education; the third stage – 2013 – 2018 years– the stage of the modernization and development of the postgraduate pedagogical education in the context of reformation of the educational system of Ukraine. The context, forms and methods of the postgraduate pedagogical education at the end of the XX century are analized, the role of continuous education in postgraduate education of teachers is defined. The current status of the system of the postgraduate pedagogical education in Ukraine is characterized and its features are defined. Based on the analysis of the problems of the development of the postgraduate pedagogical education in late XX – early XXI centuries the prospect directions of the development of the system are formulated, which can be realized at three levels: state (including the experience of the development of the development of the postgraduate pedagogical education in Ukraine in the end of ХХ century by the creating of The Law Of Ukraine «About the postgraduate pedagogical education»; the creating of the national and regional associations of the postgraduate pedagogical education; the establishment of the requirements for the establishment of the educational activity in universities and institutes of the postgraduate pedagogical education); regional (the active participation of pedagogical workers in all regions of in order to improve the postgraduate pedagogical education); sectoral (the updating of the content of study plans and programs for working with different categories of teachers counting the current changes in educational law and the development of the pedagogical theory and practice; the creating of the conditions for studying at the courses of improving of the qualification in different educational institutions). It is proved, that the organization of the postgraduate pedagogical education on the base of pedagogical universities lets us provide the freedom to teachers in choice of the most convenient forms and places of education, provides the development of motivation for the education because of the independent choice, self-actualization.
