The object of the research: Ukrainian zemstvos during the time of the. The purpose of the research: a comprehensive analysis of socio-political factors that determined the evolution of Ukrainian zemstvos and their reciprocal influence on the socio-political transformations of the Ukrainian Central Council period. The methods: historical-genetic, historical-comparative, historical-typological, historical-systemic, statistical, methods of analogical and historical-psychological reconstruction. Scientific novelty: for the first time the influence of socio-political factors of the Ukrainian revolution on the evolution of zemstvos of Ukraine of the Ukrainian Central Council period is analyzes in detail; the reasons for support by the overwhelming majority of Ukrainian zemstvos by the Interim Government, established after the overthrow of Russian autocracy, are determined; his attempts to build on the development of local administrative authorities in the district and provincial zemstvos are analyzed; the preparation for the elections, the voting process and the results of the elections to the parish, county and provincial zemstvos in the summer - autumn of 1917 are analyzed in detail; it is proved, that the democratization of the vowels of zemstvo collections, the consistent policy of the Ukrainian Central Council, is aimed at strengthening the importance of democratic self-government bodies in the development of national statehood, contributed to the growth of its authority among zemstvos. Practical value of research is to use the materials of the dissertation for further research of the revolutionary events of 1917-1918 in Ukraine; during the preparation of lectures and special courses on the recent history of Ukraine, the history of the state and law of Ukraine, political science, public administration. Sphere of use: schools, higher educational institutions.
