The thesis analyzes a comprehensive and comprehensive social policy of Soviet power in Ukraine in the 20's of the 20th century, its features, directions, means and consequences. Some aspects of the problem studied were studied by Soviet, modern Ukrainian and foreign scholars. However, today there is no comprehensive study of social policy of the period. The paper covers the main aspects of the Soviet government's activities in the field of health care. It was determined that the state of health care in the defined period was generally unsatisfactory. It was due to the difficult financial situation in the state. In order to save budget funds, the government introduced a system of insurance for the disease. There is a significant delay in the development of the health care system in villages, which was caused by the lack of skilled personnel and proper equipment. The privileged category in the medical care were representatives of the state-party nomenclature.
