The relevance of the research is explained by the need for a detailed study of the material and socio-cultural conditions, peculiarities of the life of the Ukrainian population of the Soviet era, in particular, the period of stagnation. Also, special attention should be paid to the great interest, uniqueness, and at the same time the informativeness of such sources as the appeals of citizens, the study of which can now reveal new facets of social life in the Soviet era. "Letters to the authorities" carry a huge amount of information on the most diverse components of people's lives. In the thesis for the first time the subject and number of appeals to the Central Committee of the Communist Party of Ukraine during the period of stagnation was defined and the components of the life of Ukrainian population through the prism of these appeals were studied; a large bulk of valuable, but still not introduced into research practice sources, was found, systematized and analysed; the specifics of legal regulation of the right of citizens to appeal in the post-war era were refined.
