Essay

The thesis is devoted to important scientific and practical tasks of contemporary Healthcare - improving the staffing of the ophthalmic service in the context of healthcare reform. Comprehensive medical-social study identified shortcomings in the imperfection of the staffing of the ophthalmologic service, its inconsistency with the modern international strategy for the development ment of human resources, which required the scientific substantiation of its optimization in the current conditions of transformation of the health care system. The current state and trends of provision of population with ophthalmologists in Ukraine, certain regions during 2000-2017, the differences in personnel provision of specialists of the population of certain regions, and their level of qualification are revealed. The social-hygienic characteristic is defined and a social-professional portrait of specialists of the ophthalmologic profile is drawn up. The state of health, quality of professional life, working conditions and the problems of professional activity from the point of view of ophthalmologists, their needs for resource support are estimated. The estimation of quality of work of ophthalmologists and ways of its improvement from the point of view of consumers of medical services is given. The systemic risks of the staffing of the ophthalmologic service and the directions of human resources development in the conditions of the reform from the point of view of health care managers are established. The strategic directions and priority measures for improvement of staffing of the ophthalmologic service during the period of reforms are determined. The improved functional and structural model of staffing of the ophthalmologic service in the conditions of reform, which provides a systematic and integrated solution of the personnel resources from the standpoint of the integral approach, intersectoral interaction, on a planned basis is substantiated and developed.
