Essay

The thesis for the PhD degree of technical sciences on speciality 05.13.22 "Project and program management". – Kyiv National University of Construction and Architecture, Ministry of Education and Science of Ukraine, Kyiv, 2019. The thesis determines that one of the important levels of energy efficiency is municipal. Effective implementation of the municipal energy efficiency policy requires the implementation of relevant projects. The aim of the dissertation work is to develop scientific models and methods of project management for municipal energy efficiency. The author analyzes program documents on energy efficiency, both at the level of Ukraine and at the level of the European Union. The analysis made it possible to conclude that an effective system of energy management should be built in order to ensure energy efficiency of the municipal infrastructure. The requirements for the development of an effective energy management system at the municipal level have been determined. Proposed to allocate four levels of energy efficiency projects management of the municipal infrastructure. The conceptual model of the municipal energy efficiency project (hereinafter – MEE project) was developed for the first time. The model is based on the use of technology transfer approach and combines four aspects – technological and three managerial in accordance with the components: organizational, informational and managerial. The characteristics of each aspect of the conceptual model are described. The classification of MEE projects has been developed, and the technology transfer classification received further development. Two new features are proposed: by the method of the transfer and the method of organizational support implementation. The model for transferring technologies in the MEE project was proposed. The model for choosing an optimal energy efficiency solution has been developed. It represents a convolution of the weighted criteria of energy efficiency of the analyzed solutions and is intended for use in the decision support system in the MEE projects. Formalized the model to select the municipal infrastructure object for implementing the chosen optimal solution. Three criteria have been proposed for the organization needs in providing and improving energy efficiency. The principles of expert’s selection to the group are formulated.
