As a result of complex organizational economic research, scientific and practical approaches to improving the pharmaceutical care (PhC) system in Ukraine have been theoretically summarized and proposed through the development and working upon recommendations for the creation of pharmacist protocols and tools for ensuring the quality of PhC in pharmacies under the conditions standardization of medical and pharmaceutical assistance. Based on a systematic study of world trends, key directions for PhC improvement in Ukraine have been justified. It was proposed a theoretical model of the PhC process, which ensures its integration into the pharmaceutical assistance system. Approbation of a methodology for developing pharmacist protocols was carried out using the example of a draft pharmacist protocol for dispensing prescription drugs for treatment of CVDs, the cost of which is subject to full / partial reimbursement, according to the government program «Affordable drugs», and a draft pharmacist protocol for dispensing non-prescription drugs to prevent unwanted pregnancy. A general classification of PhC quality indicators by signs and properties is proposed, key quantitative indicators for assessing the quality of PhC are developed, and features of the choice of their calculation method are determined. The proposed scale for assessing key quantitative indicators of the quality of PhC and basic approaches to their calculation. An algorithm for the preparation and implementation of short-term measures for the improvement of the skills of pharmacy staff on the theme of improvement of the PhC has been developed.
