The dissertation for obtaining the scientific degree of the candidate of technical sciences in the specialty 05.13.22 - project and program management. - Lviv State University of Life Safety, Lviv, 2019. Іn the dissertation, on the basis of the analysis of the state of the problem in the practice and the theory of project management of fire extinguishing systems, the purpose and objectives of the research were determined. The scientific-methodical bases of initiation of projects of creation of systems of fire protection of objects and elimination of fires taking into account risks are considered. In this case, certain signs of projects for the creation of systems of fire protection of objects and the elimination of fires and the interconnections between them are determined. The criteria for optimization of actions in fire fighting projects were set and the structure of initiation processes of fire protection systems and firefighting projects was determined with an assessment of their risks. The peculiarities of system risk management in fire extinguishing systems projects are considered and the reactions to risks in projects of creation of systems of fire protection of objects protection and fire elimination are substantiated. Appropriate models and methods have been developed to manage the risks in projects for the protection of objects and territories from fires. To such models were assigned and developed: 1) model of risk assessment in the projects of creation of systems of fire protection of objects; 2) life cycle model of firefighting projects; 3) model of initiation of firefighting projects based on risk assessment. In addition, methods have been developed: 1) a method for assessing the risks of actions in firefighting projects; 2) a method for determining the cost of funds for the material resources of projects for the creation of fire protection systems for the city's objects taking into account risks; 3) the method of quantitative risk assessment in firefighting projects. At the final stage, a practical tool for initiating fire protection projects on objects and territories based on risk assessment was developed. Appropriate algorithms and computer programs were developed for solving this issue. At the final stage, the results of the practical use of the developed tools for initiating firefighting projects, which confirmed the effectiveness of the developed management tools, were considered.
