The thesis is devoted to the development of models and methods for scope management of development programs for project-oriented companies based on the “goal-value-competitiveness” system. The model of the development of the project-oriented company by the projects and programs based on the “goal-value-competitiveness” system has been developed . Development within the framework of proactive management is based on the following the required level of competitiveness. This model is adapted for the container terminal operating companies and links together the external dynamics and the state of the internal environment, the level of competitiveness, the level of innovative development, the system of company goals and the system of objectives for development programs. The conceptual model for scope management of a development program has been formed, establishing the compliance of the program’s objectives with the main factors of the competitiveness and determines the projects value as the ensuring of these goals achievement, and the potential contribution of each project to achieving several goals, as well as the impact of systemic effects on forming the program’s value and the necessary resources for its provision. The method for assessing the value of projects as a measure of the consistency of their results with the goals of the program has been developed . The method is based on the operations and properties of fuzzy sets, that allow to take into account the uncertainty of the conditions and results of the project implementation, forming a two-parameter assessment of the project's value - the project's contribution to the achievement of each goal and the degree of this contribution. Such an approach, unlike the existing ones, makes it possible to take more account of the achievement of goals in subsequent procedures for determining the content of the program. It has been established that synergy in development programs is manifested in cost savings and an increase in the total value. The main sources of the formation of the synergistic effect associated with costs are identified. The formation of a synergistic effect in terms of the fuzzy sets theory , arising from the joint implementation of projects within the framework of a program, is formalized, which makes it possible to evaluate with greater confidence the achievement of the program’s value and the necessary resources under conditions of uncertainty. The conceptual and corresponding mathematical model for scope management of a development program based on a “program image” has been developed, serving as a specific program template and taking into account the technological interconnection of the projects. As the optimization criterion and the main group of constraints, the compliance of the integral results of the implementation of projects with the objectives of the program with the formation of the synergy effect was taken. The assessment of the compliance of the results with the goals is carried out on the basis of the fuzzy sets theory. A similar model has been developed for the situation without the technological interconnection of projects.
