At the beginning of German-Soviet War, the state party authorities of the Ukrainian SSR experienced significant difficulties in the deployment of the partisan movement in Volyn region, which was due to the lack of training, lack of support of the local population and resistance of the Ukrainian nationalists. The Soviet factors outpaced the Organization of Ukrainian Nationalists (Bandera Movement) in organizing and deploying a partisan movement in Volyn region. Activity in this direction was initiated first by the People's Commissariat of Internal Affairs and the Central Intelligence Directorate of the General Staff Office of the Red Army. For them, Volyn was a strategic region for conducting intelligence and sabotage activities. Foundation of the Ukrainian Insurgent Army and active expand of the activities of rebel divisions have created a background for aggravation of relations with the Soviet partisans, who considered Volyn region as location of their strategic activities. Growing conflict between Ukrainian insurgents and Soviet partisans occurred as a result of armed clashes that arose on the basis of the fact that the nationalists protected Volyn villages from looting and terrorizing the local population, including by the red partisans. The important factors that prompted the clashes were the ideological incompatibility and radically different goals of the partisan anti-German struggle, which were set forth by the rebels and the Bolshevik partisans.
