Chagovets T. Policy of the Soviet power in the problem of housing and its solution in Kharkiv (1920–1934)

The object of the research: the policy of the Soviet power of Ukraine in solution of problem of housing in 1920-1934, in particular, in Kharkiv. The purpose of the research: to find out the specifics of the policy of the Soviet power in solution of problem of housing in Ukraine in 1920-1934, in particular, in Kharkiv. The methods: historical-genetic, problem-chronological, descriptive, historical-comparative, statistical, structural-functional, method of actualization, historical-typological; induction, deduction, logical generalization; analysis and synthesis. Scientific novelty: for the first time comprehensively investigated the policy of the Soviet power of Ukraine in solution of problem of housing on the example of metropolitan Kharkov in the 1920s-1930s; the decisions and directives of the power in the field of housing policy and the consequences of their application in Kharkiv in the analyzed period are analyzed in detail and in various aspects; the phenomenon of new housing policy and peculiarities of financial and organizational and managerial support of the housing industry in Ukraine and, in particular, in Kharkiv, are considered; the process of purposeful formation of the system of compulsory-incentive measures for the distribution and provision of housing by the power is studied. Practical value of research is to use the materials of the dissertation for writing textbooks and manuals on the history of soviet Ukraine, scientific and journalistic works on the history of Ukraine and Kharkiv; to develop excursion projects; preparation of lecture courses and special courses on the history of Ukraine of the soviet period.
