Essay

A new solution to actual scientific and applied task of determination and correction of expectations of stakeholders of the projects concerning implementation of the strategy of a sustainable portfolio has been proposed in the thesis. А method to determine the expectations of stakeholders and their adjustment has been developed, it based on the assessment of the level of involvement of stakeholders to implement the strategy of the program of projects with considering of the classification in accordance with the nature of the attitude towards it, which, unlike the existing ones, involves the construction and analysis of a modified matrix "power/interest" and the strategic cube of stakeholders of projects and programs, which allows to increase the horizons of analysis and the speed of response to changing requests of stakeholders, when the strategy implementation program is planning. Process model of selection of projects to the portfolio in strategic planning (using the proposed methods for determining the expected stakeholders and the time management models), which has been developed in the notation IDEF0, reinforce the practical implementation of the method. A two-level decomposition of the process has been carried out on the selection and decomposition of three subprocesses: preparation of project applications for examination; examination of project applications; formation/updating of the portfolio of projects. The developed model allows to establish a procedure formation of a sustainable portfolio of projects and increase the speed of response to changes in portfolio management. A stratified description of the strategic management of a sustainable portfolio of projects, which involves describing one and the same system from different points of view has been provided. The developed causal/consequential analysis of the relationships of the associated with the lack of time of the members of the project team factors has allowed to build time management model in the strategic project management system, which provides assessment of the risks of lacking time according to the Ishikawa diagram, which allows us to identify the reasons for the overstatement of time.
