Essay

An important and urgent scientific and applied task is solved, which consists in scientific substantiation of theoretical foundations and development of practical recommendations for solving problematic problems of state regulation of professional development of the non-commissioned officers (NCO) of the National Guard of Ukraine (NGU).The study defines key definitions of the conceptual and categorical apparatus of professional development of the NCOs of the units and divisions of NGU. It is determined that the lack of an effective system of professional NCO's development is a significant reason for the low level of staffing. The necessity of application of modern approaches of personnel management is proved. It is substantiated that the state regulation of professional development of NCOs of NSU is implemented by the appropriate system. It is established that the structural elements of this system are the objects of public administration, subjects of state regulation and mechanisms of state regulations. It has been determined that in the studies of the effectiveness of professional development of the NCOs, the normative and legal regulation of personnel provision becomes relevant. It is established that currently legal acts do not provide comprehensive information on the professional development of the NCOs of NGU. The adaptation of international experience in the field of professional development of the NCOs of the security and defense forces was made. It has been proven that NCOs are playing an important role as an advisor for the officer corps in NATO countries and are taking part in a creation of a critical management element. The system of multilevel training of NCOs of NGU is substantiated. The model of professional development of the NCOs of NGU is developed.
