Essay

Object – Standardization tools in the system of international trade. Purpose - theoretical and methodological substantiation of the use of standardization tools in the system of international trade, the formation of methods for building an information base of the results of the implementation of standards in the process of realizing the export potential of domestic enterprises. Methods – general scientific and special research methods: analysis and synthesis, theoretical generalization and formal logic, system approach, classification, statistical analysis, graphical, expert evaluation. Results – theoretical generalization and a new solution to the scientific problem, which is to substantiate and generalize the use of standardization tools in the system of international trade. Novelty – formulated theoretically pragmatic approaches to building a new in content and nature of the standardization system in Ukraine, which will meet European directives and requirements, highlighting such key elements as: system of technical regulation, development and application of technical regulations, conformity assessment, declaration of conformity, accounting requirements and expectations of consumers for product quality and safety, requirements for the development of private standards, etc., which will allow domestic companies to overcome technical barriers, agree on "rules of the game" and coordinate their own trade, comply with mandatory and recommended requirements in international trade; Theoretical and organizational principles of standardization system formation in accordance with WTO and EU requirements have been improved, which, unlike the existing ones, are based on an integrated approach, which provides for the development of clear procedures, procedures and rules for implementing standardization tools, namely: technical regulations and standards compliance; conceptual approaches to the implementation of private standards in international trade, which, in contrast to the existing ones, include the whole complex range of requirements for production and sales in each sector of the economy, fully take into account the dynamic changes in consumer needs and expectations to ensure quality and safety goods that allow to make adjustments in the process of achieving the objectives of the activity, are based on generally accepted guidelines for consumer protection; improved scientific and methodological justification of organizational measures for the implementation of domestic enterprises operating in international markets, standardization tools, especially technical regulations and conformity assessment, which, unlike existing ones, is focused primarily on their coordinated and comprehensive application and will allow such enterprises to increase their own export potential and strengthen their competitive position; expanded the categorical apparatus, which clarified the understanding of standardization tools in the international trade system as a set of influences implemented through the processes of technical regulation, application of technical norms and rules, assessment of compliance with technical regulations and certification of conformity used in international practice. This approach will promote the development of domestic standardization procedures, adapted to international requirements and directives, provide opportunities for full harmonization of both domestic standards and decisions in this area; in-depth scientific approaches to identifying the reasons for not using the full potential of the company to develop international markets due to non-compliance with applicable standards in production, taking into account the introduction of harmonized standards by businesses to improve product quality and competitive advantage not only in domestic but also foreign markets; Scientific and theoretical aspects of standardization system formation in international trade in accordance with GATT / WTO and EU requirements have been identified, which will improve the formation of a roadmap for harmonization of standards in international trade practice in Ukraine, where both governmental and non-governmental organizations will play a significant role.
