Ziuz D. Public Policy in the Sphere of Managing the Development of the State-owned Enterprises of Ukraine

The dissertation presents a consistent solution to a specific scientific problem which consists in theoretical substantiation and elaboration of the practical recommendations for improvement of public policy in the sphere of managing the development of the state-owned enterprises in Ukraine. The organizational and methodological framework for creating state-owned enterprises is proposed, which includes a set of actions to be performed by public authorities. The proposed actions provide legal, organizational, financial and economic support, take into account the relationships and interactions between the institution of government, society, private and public sectors in the process of state-owned enterprises creation and development, promoting both transition to new technological institutions and the socio-economic growth of the country as a whole. The structural-functional approach to the development of state-owned enterprises has been improved, based on the structuring and distribution of powers (functions) among designated subjects and objects in the sphere of management of state-owned enterprises, which: enables the centralized and holistic approach to the development of state-owned enterprises; provides transparency and effective supervision of state-owned enterprises' functioning; limits the influence of public authorities on the elaboration and adoption of management decisions by enterprises' management within the approved development programs.
