Martynenko N. Mechanisms of public administration of the development of the pension system of Ukraine

For the first time, a definition of the concept of 'a comprehensive mechanism for public administration of the pension system of Ukraine' is proposed, which is to be regarded as a socially-oriented holistic system of functional components, with the help of which public administration bodies exert administrative impact in order to ensure a stable functioning of the pension system in Ukraine. In the course of the research, conclusions were drawn as to the need for improvement of the organizational and legal, and information and communications mechanisms of public administration of the development of the pension system of Ukraine were improved; in particular, it was proposed: 1) to enter into the list of solidarity system subjects: the executive body which implements the state tax policy, the state policy of administering the unified contribution for compulsory state social insurance, and the executive body that implements the state policy in the field of treasury-based servicing of budget funds, by making appropriate amendments to the Law of Ukraine "On Compulsory State Pension Insurance", to the resolution of the Cabinet of Ministers of Ukraine "On approval of actuarial calculations in the system of compulsory state pension insurance", and the Procedure for conducting actuarial calculations in the system of compulsory state pension insurance; 2) to amend the Law of Ukraine "On Collection and Accounting of the Unified Contribution for Compulsory State Social Insurance" regarding the provision of information by the State Register to the State Statistics Service of Ukraine to ensure the quality of demographic, social, and economic statistics, which forms the basis of actuarial calculations; 3) to adopt by an order of the Board of the Pension Fund of Ukraine a procedure for providing information in electronic form from the Register of Insured Persons of the State Register of Compulsory State Social Insurance to the State Statistics Service of Ukraine; 4) to create an Interdepartmental Pension Commission for conducting a comprehensive assessment of the pension system, elaboration of the Concept of reforming the pension system and the Strategy for the development of the pension system of Ukraine.
