The dissertation solves an urgent scientific task, which consists in the theoretical and methodological substantiation of the scientific foundations of the development of anti-corruption activities in Ukraine and the development of practical recommendations for improving the mechanisms of interaction between public authorities and the public in this area.
The dissertation study proposed an optimization model for improving the mechanisms of interaction of public authorities with the public in anti-corruption activities in Ukraine, the purpose of which is to improve the interaction of public authorities with the public, contributing to greater efficiency and openness in anti-corruption activities in Ukraine. In the context of this model, proposals have been made for the improvement of the normative and legal (it is expected to strengthen the effectiveness of anti-corruption legislation and ensure its compliance with the main anti-corruption principles and international standards), organizational and institutional (it is expected to improve the effectiveness of the activities of anti-corruption bodies, to attract the public and to strengthen their influence in the fight against corruption ) and information and communication support (it is expected to increase the quality and volume of information provided to the public, ensure active interaction with the community and create a more open and transparent environment for anti-corruption efforts) in the course of establishing the interaction of public authorities with the public in anti-corruption activities.
In addition, the improvement of the theoretical approach to the interpretation of the essence of the basic concepts of research is worthy of attention. in particular: 1) corruption is proposed to be understood as systematic and unlawful interaction between persons or groups of persons, including power structures, with the aim of obtaining personal benefit, positions of power, financial or material advantages through violation of ethical, moral and legal norms, which includes such manifestations as bribery, extortion of bribes, use of official position for personal enrichment, distortion of the competitive environment, and other actions that undermine the institutions of democracy, equality and justice; 4) anti-corruption activity is proposed to be understood as a complex of coordinated measures aimed at preventing, detecting and countering corruption at all levels of society and in all spheres of activity, which includes the adoption and implementation of anti-corruption laws, the creation of effective mechanisms of control and supervision, the promotion of interaction between authorities, the public and the private sector, as well as raising public awareness of the consequences and harmfulness of corruption.
The work also improved the possibilities of implementing the best foreign experience of interaction between public authorities in combating corruption and representatives of the public, namely: optimizing the work of anti-corruption bodies is a key strategy in combating corruption; ensuring openness and transparency; introduction of electronic services and online platforms; ensuring the opportunity for citizens to participate in discussions and decision-making processes; establishment and observance of ethical standards and norms of conduct; campaigns aimed at increasing public awareness and educational programs for the population; international cooperation, etc.
In addition, the understanding of the role of public society institutions in the system of preventing and countering corruption has further developed, which is manifested in the following aspects: public organizations, activists and journalists play an important role in monitoring the activities of authorities; public organizations actively contribute to the disclosure of information about the activities of authorities, budget expenditures, contracts and agreements; public organizations perform the function of analyzing laws and political decisions regarding their anti-corruption orientation; public organizations contribute to raising citizens' awareness of the consequences of corruption and its impact on society; public organizations can act as representatives of civil society in working with authorities; public organizations promote the involvement of citizens in their own anti-corruption activities, mobilizing their help in identifying violations and promoting the implementation of anti-corruption measures.
