In dissertation works processes of management of cost, quality and duration of projects of operational maintenance of highways are considered. Accordingly, the complexity of the process of managing long-term contracts for the maintenance of roads was determined. To better understand the process of time, cost and quality management, a factorial model of cost and duration management of road maintenance projects was built to implement long-term contracts based on final indicators, based on the basic principles of the "silver triangle" theory. Multiple optimization approaches to the components of the "silver triangle" of road maintenance projects are used. Thus, the model of substantiation of cost and duration at the stage of initiating projects for maintenance of roads for the implementation of long-term contracts based on final indicators, which in contrast to the previous ones is based on the pre-project level of quality indicators. The developed model of optimization of time, cost and quality of projects on operational maintenance of highways on the basis of distribution of resources for their realization is based on the theory of graphs with use of genetic algorithms and the methodical approach to maintenance of processes of formation of optimum structure of parameters is offered. A mathematical experiment based on the example of the project of long-term maintenance of roads on the final quality indicators, the results of which showed that the optimization of long-term contracts for maintenance of roads has a multiplier effect, which is expressed in reducing customer administrative costs, reducing road transport responsibilities. stable financing of road works, satisfaction of road users, creation of strong partnership relations between the customer and the contractor. Practical recommendations for improving the software for the implementation of long-term contracts for the maintenance of roads have been developed. The research results became the basis for the development of state standards.
