In the dissertation the research of manifestations of corruption in legislative activity of the Verkhovna Rada of Ukraine during 1994 – 2018 is carried out. It was found that the current party system in Ukraine created the preconditions for corruption to enter the Verkhovna Rada of Ukraine. It was clarified and confirmed that corruption played a destructive role in the elections of people's deputies. The unformed party system weakened state power. Lacking feedback from society, the authorities lost their ability to exercise control over social and political life. This had dramatic consequences for statehood. Frequent changes in the forms of government made it impossible to maintain a balance of powers between the branches of government. The current electoral system in Ukraine was a synthesis of the electoral traditions of the previous era and innovations. The political role of financial and industrial groups and the representation of the shadow economy in elections is revealed. The Ukrainian structure of interest groups as a whole repeated the Soviet model of ways and channels of articulation of group and corporate interests of different social groups. The role of corruption in the formation and activity of the governing bodies of the parliament, deputy groups and factions has been established. An assessment of the anti-corruption activities of the people's deputies has been carried out. The role of shadow lobbying in lawmaking is shown. The public significance of anti-corruption laws adopted by the Verkhovna Rada is revealed. The problems of application of the laws adopted by the Verkhovna Rada in everyday life, government bodies, and the economic sphere are considered.
