In the dissertation, based on a wide range of sources, the peculiarities of the social, everyday and cultural and leisure life of the residents of the cities of the regional subordination of the Vinnytsia, Kirovohrad and Cherkasy regions were investigated. Features of the material and household situation of the citizens of the studied regions are characterized. The problems in housing and housing and communal spheres are highlighted as the main social indicators of the life of the urban population in 1991–2005. Attention is focused on the functioning of the medical system, which in the 1990s faced a number of obstacles of a material and organizational nature. The work of cultural institutions of the central regions in the conditions of the transformation of the role of the state in the cultural and leisure sphere of the population after the collapse of the USSR was analyzed. The main changes in the leisure sphere of citizens under the influence of globalization, postmodernity, accelerated scientific and technological progress are indicated. As a result, an increasing number of city dwellers, especially young people, began to prefer individual forms of leisure over public ones. It was found that in the first decade of independent Ukraine, the process of virtualization of leisure time began, due to the rapid development of information and communication technologies. Already at the beginning of the XXI century. in a relatively short time, Internet networks have turned from an elitist to a mass tool of the leisure sphere.
