Kovalchuk Y. Administrative and legal framework for information and analytical support for the activities of the National Police of Ukraine

The Thesis defines the prospects and characterizes the state of development of the administrative and legal framework for information and analytical support for the activities of the National Police of Ukraine. It is proved that the information and analytical support for the activities of police bodies does not exist in isolation from the mechanisms of horizontal and vertical communication (cooperation) and coordination, because each link of this system (the preparation of an information and analytical product of a heterogeneous nature) performs its clearly defined task. Ensuring its implementation is conventionally divided into two levels: 1) internal, representing the «service» provided by the police own forces; 2) external, that is, the duty of hierarchical higher actors to create conditions for its proper implementation. It is noted that the system of information and analytical support for the activities of the National Police of Ukraine in Ukraine is still not perfect and requires systematic approach in terms of methodological support and legal regulation. Within the overall problems of the proper functioning of police bodies, the following are highlighted: 1) lack of systematic reform of the National Police bodies; 2) lack of financial support; 3) the practical lack of influence by society on the activities of the police force of the relevant territory, as well as to exercise public supervision over its effectiveness; 4) personnel shortage, 5) inertia of implementation of advanced practices in law enforcement and some others. At the same time, it is noted that the specific problems of proper regulation of the features of the information and analytical support for the activities of the National Police of Ukraine are addressed through the quality of institutional regulatory and legal support of this activity, the solution of which is offered by introducing amendments and supplements to the main acts governing organization of the activities of the organizational and analytical support departments and operational response of the main offices of the National Police of Ukraine in the Autonomous Republic of Crimea and Sevastopol, regions, Kyiv and their constituents. Therefore, among other things, the need to introduce amendments and supplements to the following legal instruments is substantiated: 1) the Law of Ukraine «On the National Police» (Article 11 to be supplemented with Part 5; to change the statement of the provisions of Part 2, Article 86); 2) Instruction on the organization of response to applications and reports on criminal, administrative offenses or incidents and operational information in the bodies (units) of the National Police of Ukraine (to change the statement of the provisions of Par. 6, Section «III. Organization of the work of units of the National Police of Ukraine and their officials authorized to receive and record statements and reports on offenses or incidents and response to them»); 3) Standard regulation on management of organizational and analytical support and operational response of the main departments of the National Police of Ukraine in the Autonomous Republic of Crimea and Sevastopol, regions, in the city of Kyiv (OASOR) (amend the wording of the provisions of Part 2, Par. 2, of the section «ІІІ. OASOR Functions»).
