Khmil I. Administrative and Legal Mechanism of International Cooperation in the Field of National Security

The thesis is a comprehensive study of the administrative and legal mechanism of international cooperation in the field of national security. The results of the study are used to formulate a number of conclusions, proposals and recommendations aimed at improving this administrative and legal mechanism. It is established that the administrative and legal mechanism of international cooperation in the field of national security is a terminological and legal abstraction which denotes a set of essentially different, but interrelated and complementary administrative and legal components (regulatory, institutional, instrumental, procedural), the synergy of which enables States to take joint mutually beneficial measures to protect and defend their respective national interests from real and potential threats. The structure of the administrative and legal mechanism of international cooperation in the field of national security is formed. The main areas of implementation of the administrative and legal mechanism of international cooperation in the field of national security are identified. The system of actors of international cooperation in the field of national security is outlined. The types and forms of international cooperation in the field of national security are defined. The administrative procedures of international cooperation in the field of national security are studied. The author reveals the global geopolitical context as a determining factor in the development and orientation of the administrative and legal mechanism of international cooperation in the field of national security. It is proved that for the purposes of improving the administrative and regulatory framework for organising and implementing international cooperation in the field of national security, a number of amendments and additions should be made to the current legislation regulating the implementation of the administrative and legal mechanism of international cooperation in the field of national security.
