Strelchenko A. Administrative and legal support for the use of individual armor protection by the civilian population

The dissertation research conducted a comprehensive analysis and revealed the concept and features of the administrative and legal support for the use of personal protective equipment by the civilian population. Particular attention is paid to the characteristics of the elements and the regulatory and legal regulation of the use of personal protective equipment by the civilian population. A decisive role is given to the study of subjects of the administrative and legal support for the use of personal protective equipment by the civilian population. The statement is substantiated that the administrative and legal support for the use of personal protective equipment by the civilian population is a set of administrative and legal norms, guarantees, means and methods of public administration used by state authorities to ensure and maintain the state of protection of human life and health, their personal integrity, under which the right of every person to a healthy and safe life in society is guaranteed, provided that they are provided with and guaranteed individual protection. It is determined that the administrative and legal support for the use of personal protective equipment by the civilian population consists in creating a stable basis for maintaining the state of protection of the health and life of a person and a citizen through a system of regulatory administrative and legal support, organizational and legal and procedural guarantees of the personal safety of each person. It is proven that the administrative and legal support for the use of personal protective equipment by the civilian population is carried out on the basis of state guarantees, which, using legal means, methods, forms and methods of administrative and legal influence, implement in practice the state policy in the field of the use of personal protective equipment by the civilian population, regulate the exercise of their powers by the subjects, and ultimately satisfy the public interest in the field of the use of personal protective equipment by the civilian population.
