The dissertation provides a theoretical generalization and a new solution to the scientific task, which is to reveal the essence, content and features of the administrative and legal principles of the implementation of personnel procedures in the Security Service of Ukraine, on the basis of which to develop proposals and recommendations aimed at improving administrative legislation in the studied area of public life. The types of personnel of the bodies and units of the Security Service of Ukraine are established and their legal status is revealed. The concept is improved and the essence of personnel work in the bodies and units of the Security Service of Ukraine as a direction of internal organizational management activity is clarified. The regulatory and legal principles of personnel work in the bodies and units of the Security Service of Ukraine are characterized. The purpose, objectives and principles of personnel work in the bodies and units of the Security Service of Ukraine are clarified. The concept and types of personnel procedures in the bodies and units of the Security Service of Ukraine are determined. The legal status of personnel units of the Security Service of Ukraine is revealed. The forms and methods of implementing personnel procedures in the bodies and units of the Security Service of Ukraine are outlined. The essence of training specialists for the bodies and units of the Security Service of Ukraine in higher education institutions is established. Directions for the development of administrative legislation in terms of improving the implementation of personnel procedures in the bodies and units of the Security Service of Ukraine are worked out.
