The dissertations is a investigation of the criminality and the struggl against it in Donbas (1921-1928). The object of the investigation is the criminality of the transition historical periods and the possible measures in the way of the struggl against it. In the work for the first time the picture of the criminality in the region in the time of nep (new economic policy) has been shown, and distinguishing features of criminality in the intermediate historical periods determined.
