Subject: program-political bases of activity ULU. Aim: to investigate internal and external-political preconditions of occurrence ULU, it ideological-theoretical basis, methods and paths of realization of the program, relation of the Ukrainian and Russian consignments both and other internal and external forces to ULU. Methods: analytical, comparative, concrete-historical and problem-chronological. Results: the historical experience of struggle of the Ukrainian people for state independence within the First world war, place and role ULU is generalized. Use: during preparation of works on a general history of the newest time, rates on a political history of Ukraine, in historical-research of region job.
