Object - principles, methods, tools and the economic mechanism of quality management of atmospheric air at an interstate level; the purpose - development of theoretical and scientific - methodical principles of quality management of atmospheric air; methods - system - structural, comparative, formal - logic analyses, economic - statistical, modelling and forecasting; novelty - theoretical bases and scientific - methodical approaches to the decision of economic problems of quality management of atmospheric air, formation of uniform system of the coordination of national priorities of development of thermal power of Ukraine and conditions of the Convention on decrease(reduction) of issue of polluting substances in Europe are developed; results - the theoretical model is developed and the economic substantiation of conditions of trade is given by licenses for the right of emission of polluting substances. Methods of optimization of scripts of decrease(reduction) of issue of polluting substances are offered; it is introduced into economic practice.
