Based on the wide row of sources, the majority of which were first introduced to the scientific community, the history of trade unions movement in Ukraine in 20s of XX century has been researched. The issue is reviewed in the framework of the Soviet totalitarism formation. Methods of the Bolsheviks political fight for the trade unions leadership in 1920-1921 are shown. Mechanisms of the Soviet communist party control over trade unions that violated main rights of trade unions are disclosed. Main attention is paid to the issues of the formation of trade unions nomenclature. Trends and consequences of the democratization of trade unions management based on "workers democracy" principles have been analyzed. The paper shows the change of trade unions place and role in the system of totalitarian system as a result of the introducing the elements of the policy of social partnership in the conditions of "Class dictatorship". The role of trade unions as a link of political system that unites power with public organizations is clarified. Contradictions and peculiarities of the trade unions activities that had to unite defending rights and interests of the hired employees with power support are shown based on the example of social- economic and mass cultural work.
