Essay

Object of research: process of formation of market conjuncture of services of higher education (SHE). The purpose of research: a theoretical substantiation and practical use of a complex of methods, ways and receptions of scientific knowledge of the mechanism of reproduction of a proportion of a supply and demand ї which make methodological base of formation of market conjuncture SHE. Methods of research: hypothetical-deductive, object-oriented decomposition, allocation of the periods dynamics, approximation, the comparative characteristic, quantification, neuronetwork a method of the forecast, deductive-nomological model, relevant logic, the descending-hierarchical diagnostics integrated a rating an estimation. Theoretical and practical results: methodological bases of formation of market condition SHE which give an opportunity to decide a problem of rational activity of higher educational institutions (high schools) for the maximal satisfaction of needs of a society in experts and consumers in SHE are stated. Methodological bases are lead up to a level of scientific - methodical development and practical recommendations that allow defining a situation in market SHE and its possible consequences for high schools. Are used: the Ministry of Education and sciences (MES) of Ukraine, the Scientific-methodical centre of higher education MES of Ukraine, Institute of higher education of Academy of pedagogical sciences of Ukraine, Donetsk regional state administration, Donetsk national technical university MES of Ukraine, the Eastukrainian national university of a name of Vladimir Dalja MES of Ukraine, National technical university " Kharkov polytechnic institute " MES Ukraine. Scientific novelty: the hypothesis is put forward and proved, that the conjuncture is result of activity of high schools and characterizes relations between them; the task of an establishment of connection of a conjuncture with features of functioning of sphere of higher education is solved; the model of a choice of directions and methods of scientific knowledge of formation of a conjuncture is determined; diagnostics of formation of a conjuncture is carried out on the basis of a principle descending-hierarchical; the system integrated rating estimations of selective advantages of high schools is offered; the conjuncture as result of dialectic interaction of a supply and demand is specified; the approach to creation of information base of studying of formation of market condition SHE is carried out on the basis of a principle of integrated approach; receptions of classification SHE are developed; procedures of forecasting of a conjuncture local are submitted to market SHE with use neural network; territorial, time and branch parameters of market SHE are systematized; principles and conditions of interaction of high schools are determined. Area of use are scientific institutes with a structure scientific robots in sphere of research of system of higher education; agencies of authority, regional and regional state administrations, branch controls; local self-government institutions; higher educational institutions.
