Essay

The subject of the paper refers to the process of managing and regulating competitive higher education as a part of forming human funds. The aim of research is to provide theoretical and methodological basics of setting economic approaches to manage higher education competitiveness. Their implementation supposes to increase the quality of human funds and basing upon these aspects to develop methodological complex considering features of structural-innovative reorganizations in Ukraine araizing nowadays. It will assist to activization of integration processes in national economy. In dissertation there were used dialectical, abstract-logical methods, system-structural analysis, sociological and economic-mathematical methods to conduct researches. It is the first time to introduce the system of estimation how to realize national interests, including financial, technic-technological, political-legal, ecological, social, educational components. Methology of economic estimation of higher education has been developed as well as methodolodgy of estimation of higher educational institution competitiveness which consists of estimating operational, tactical and strategic levels of competitiveness. It has been developed the concept of strategic management of youth economic education in the region. The paper presents the system of estimation and forecast to describe demand and offer of educational services existing on regional market of Dnipropetrovsk region. The recommendations possess the purposeful character. They are aimed to be implemented in the activity of the institutions functioning in the area of higher education or having connections with their activity as well as the enterprises, institutions and organisations which perform as potential employers.
