Object of inquiry: stepwise system of the preventive physical rehabilitation of the different groups of population as for chronic non-infection illness prophylaxis at the regional level (under the condition of existing healthcare structure, physical training and sport). Subject of investigation: influence effectiveness of the preventive physical rehabilitation measures on health of the Donetsk region population. Initial information gathering methods includes: literary source and documentary evidence study; interrogation (talks, questionnaires); methods of general and sports gathering anamnesis; somatic, somatoscopic, dynamic methods of research; physical level and physical efficiency diagnostics methods; determination of the moving tests; medical, pedagogical and laboratory research; laboratory analysis; mathematical statistics methods. Scientific novelty of received results consist of, at first: methodology and system of the new strategy of chronic non-infection illness prophylaxis, developed, basically it is underlined by process of individual's functional reserve's management which is based on division of the researched contingent depending on quantity health resource, monitoring of health level and flexible corrections in preventive physical rehabilitation health care programs; the new school -"preventive physical rehabilitation " was well grounded and inculcated in practical activity on a regional level; the organizational structure was developed, consisted of elements of existing departments that are connected to the population health care tasks, stages and content of preventive physical rehabilitation on a regional level were developed; it was given quantity characteristic of physical health level under the condition of Donetsk population mass screening taking into account professional activity particularities; forecasted meaning of physical health level express-evaluation on chronic non-infection illness, forming of which happens on a basis of physical health reserve decreasing is determined; therules of processes emergency adaptation to the maximum physical, stress and thermal assignments among workers of mine-rescue crew are determined, it was done using indicators cellular and humoral immunity (reactions of fagacytos, immunity-adhesion, leucolysis, indexes of immunoglobulin A, M, G), that are depicts stable complex of non-specific immunity defense indexes and testifies as for acute form of physical tiredness and pressing immunity-depression of non-additive assignments; regularities of cumulative adaptation reactions of the mine- rescuer's organism, connected to the specific physical, stress and thermal assignments were uncovered, they became apparent in heightening of fagacytos slowing indexes by miocardiac antigen and miocardiac reaction of plaque-forming cells are uncovered, this could be an additional criteria that assignments' are non-additive; regularities of long term adaptation to the different depth physical assignments revealed, they are connected to the processes of mobilization and utilization of main energetic substrates of systems of their regulation in determining of current and potential efficiency among mine-rescue workers, that became apparent under specific conditions of changing the clinic and bio-chemical indexes (urea, residual nitrogen, glucose, resistant tests of enamel and vital color of the gum glycogen), this is reflection of structural and functional changes in a adaptation process; improved health care system for the people working under extreme conditions (min-rescue workers) was supplemented with data about capacity for work, preventive physical rehabilitation and professional orientation of this group of people.
