In the thesis theoretical background and experimental approbation of the system of innovation processes management in general secondary education of the region is firstly done. The scientific background of the essence and specifics of categories apparatus are given and the basic notion "innovation processes management" is defined. The characteristics of institutional, regional and school levels of innovation processes management are presented. The model of the system of innovation processes management in general secondary education of the region as a factor of the development of innovation environment of educational region is worked out. Criteria and indexes of the development of innovation environment in the region are proposed along with the methods of diagnostics of the levels of its development. The author has defined and given the description of forms and methods of management influence on effectiveness of innovation changes. The model has been experimentally tested and expedience of the system function has checked. The positive dynamic of changes in innovation environment in the region has been fixed.
