3. Dissertation work is dedicated to development of theoretical basis of innovative technology, methods and facilities in program management of steady development of organizations in a dynamically changing, competition environment on the basis of project genetic model. Scientific novelty: first time developed theoretical basis of innovation technology for program management of organizational development, which based on genetic information, for the first time project Success evaluation method based on uncertain situational network was formalized and production rules usage for multi criteria choice of managerial decision, for the first time put forward principles and model for project genetic code formation, which is a navigational structure in Organizational development program; for the first time project and program vision model – “Lens” model was formalized, which allows project definition in form of “How will be” model through step- by- step execution of Organizational development program;for the first time interaction model between projects which have genetic properties and the dynamic environment was developed; Improved Strategy definition model for Organizational development program management taking into consideration balanced criteria of time, cost and quality, based on genetic platform. Further developed: development program management tool based on project genetic model; project linguistic determination method in dynamically changing competition environment, as uncertain system based on genetic information; project and program management terminological base through concept definition of “ Project genetic model”, “Project genetic code”, “Project phenotype” etc. Research results was used on development of the following projects: “Creation of State automated information system of “Azerbaijan election”; “Creation of modern regional education complex in Baku”; “Creation of centralized informational base of State employees management”; “ Implementation of International standards of Project management for training of middle and small business specialists in Baku”; “Implementation of Quality management Certification system for Azerbaijan specialists in accordance to International Harmonized scheme requirements of employees registration of European Organization of quality (EOQ), approved by European Commission”; “ Education method in Project management area for University students of Azerbaijan”. Implementation area: project and program management.
