Specific features of development basis of Ukrainian society as a system of social information bases in 90-ies of the 20-th century - the beginning of the 21-th century under global and intersocial factors in connection with a problem of activation in modern library system of Ukraine in a process of informatizatin of Ukrainian society are investigated in the dissertation. 15 years experience of works of Information and analytic of state administration ("СІАЗ") at V/Vernadsky National Library of Ukraine was summarized.
